APLD CA “Signs on” to Letter to Support H.R. 2313 for Tax Exempt Water Conservation Rebates

To amend the Internal Revenue Code of 1986 to expand the exclusion for certain conservation subsidies to include subsidies for water conservation or efficiency measures and storm water management measures.

The APLD CA Chapter recently “signed on” to a letter that the Alliance for Water Efficiency and 72 other agencies, organizations, and interested parties submitted to support H.R. 2313, the Water Conservation Tax Parity Act. This Bill was introduced by the Hon. Jared Huffman (D-CA) and the Hon. Paul Gosar (R-AR).

This legislation would make clear that rebates provided by water utilities for water conservation and water runoff management improvements are not subject to federal income taxation. This effort is to create parity between water conservation rebates (which currently can be taxed) and energy conservation rebates (which Congress declared nontaxable in 1992).

The letter, addressed to Hon. Huffman, begins as follows:
